Successful acquirers are organizations that use best practices to execute outsourcing projects that are completed on time, within budget, and result in a product that meets the organization's business needs. In the commercial world, companies acquire systems, software, and IT for which they may not have the capabilities or resources to build or support themselves, especially within the timeframe that's required. This also holds true for the government.
