This book offers an extended discussion of citizenship and participation based on the experience of people largely excluded from the processes of governance and development. The contributors to this volume detail the exclusion of the low castes, the poor, women and tribals in their everyday relationship with the state and with the wider society. In this extended understanding, citizenship is rescued from its universal legal status to include the differential positioning of powerless groups. Likewise, participation is conceptualised not merely as a voting/electoral mechanism with citizens having a legitimate and equitable stake in the processes of development and governance. What follows is a discussion of `participatory citizenship', which is about altering the existing relationship between the state and its vulnerable citizenry and, simultaneously, about the construction of new relationships between the powerless and the dominant. While discussing the possibilities of inclusion, the volume also explores the problematic of inclusion in the processes of development and governance.
