Much of the book is concerned with a private contract security company called Intelligarde in Toronto, Canada. Author Rigakos (sociology, St. Marys University, Halifax) followed the parapolice on their rounds, especially in low-income housing projects, and observed their procedures. Other data for his writing came from ethnography, interviews, personnel files, internal company documents, and media reports. His goal is to examine the political, social and theoretical issues of parapolicing. He also compares the activities of a private security force with the public police.
